Recently, CATL signed an in-depth strategic cooperation agreement with Shanxi Province in Taiyuan, and a zero-carbon city cooperation agreement with Datong city. The partnerships capitalizes on China's transition to "new-type energy system," forging an end-to-end new energy industry cluster powered by an innovative 'aluminum-lithium' dual-engine model, and establishing a premier application hub for battery-swapping heavy-duty trucks.

The two parties will carry out in-depth cooperation in three major directions. First, the vertical integration of the aluminum industry chain (aluminum–electricity–materials) and the ecosystem development of the lithium industry chain (lithium–materials–recycling), forming an industrial closed loop driven by the "aluminum–lithium" dual drive model; Second, creating a globally leading battery-swapping ecosystem for heavy-duty trucks, with Shanxi serving as an energy hub that connects the eastern coastal areas and the western hinterland; Third, jointly developing a new power system under the 15th Five-Year Plan, and promoting direct green power supply, large-scale energy storage, and an integrated "source-grid-load-storage" green ecosystem.

In 2025, CATL and Shanxi Province have already achieved substantial breakthroughs in the field of battery-swap heavy-duty trucks. In May, the battery-swap network along the Cangzhou–Yulin Expressway Trunk Line, which connects the provinces of Shanxi, Shaanxi, and Hebei, was officially opened to heavy-duty trucks. Handling over 300 million tonnes annually, this critical coal transport corridor has become the first to achieve full-line transition to battery swapping.
In July, China's first local standard for chassis-type battery swap station construction, jointly drafted by the two sides — the Guidelines for the Construction of Battery Swap Stations for Electric Chassis-swap Truck — officially came into effect. This has removed technical barriers to the large-scale deployment of battery-swap heavy-duty trucks in Shanxi.
In the future, the two sides will continue to deepen cooperation around the aluminum and lithium industry chains, the battery-swap truck ecosystem, and the new power system. This collaboration is set to drive the optimization of Shanxi's energy structure and industrial upgrading, ushering in an era of comprehensive growth.
