Pilot program for the exemption of lithium batteries in general cargo transportation formally launched

On November 13, the launch ceremony of the pilot program for conditional exemption for road transportation was held in Yibin, Sichuan. CATL has become the first pilot enterprise in China to obtain conditional exemption for road transportation and achieved a key milestone as its power and energy storage lithium-ion batteries were moved from "special supervision" to "safety exemption", signaling a new stage for China's new energy infrastructure. 


With the rapid development of the new energy vehicle and energy storage industries, building a safe and efficient transportation system for power lithium batteries has become an important task in strengthening the transportation capacity of the country. As the first pilot enterprise in this field in the country, CATL has not only effectively solved the problem of transportation capacity shortage, but also significantly promoted cost reduction and efficiency improvement across the entire chain, establishing an innovative transportation paradigm that can be replicated for the industry.

Battery products with high safety standards are the key for CATL to obtain the exemption qualification. By now, CATL has established a multi-level safety system in dimensions such as material selection, development and design, extreme intelligent manufacturing, and empirical testing. The safety failure rate of battery cells is controlled at the industry leading parts-per-billion (PPB) level. All types of batteries under the brand have not only fully passed the new national standard tests, but also successfully passed the UN38.3 transportation safety test that hazardous goods must pass, as well as the thermal stability test for road transportation of lithium-ion batteries.


The reclassification from "special supervised products" to "exempt products" is not only a change in the mode of transportation, but also an enhancement in the industry's understanding of battery safety. By virtue of leading safety technologies, CATL has achieved breakthrough in transportation efficiency of both railway and road, establishing new standards and norms for the safe transportation of lithium-ion batteries.
